The United States is seeking to develop a new strategy which defines its confrontation to ISIS and find ways and means to stop the expansion and advancing of this organization and dry up the economic and financial sources funding it and weaken the infrastructure that the organization seeks to sustain and strengthen it and thus face the organization through an international alliance able to achieve international peace and security, which the United States is seeking for its leadership and to start on the ground , having become in the real face with the strength of the organization and the expansion of its presence and its extensions to threaten European security in several European and Arab capitals , which would undermine the possibilities and orientations and activities carried out by the international coalition for more than 540 days in terms that the continuing airstrikes to sites and places of the presence of the organization and its leaders and fighters can not affect on the continuing effectiveness of the organization, but the coalition was disable to stop the expansion of its fighters and targeted it directly and influential.
For these reasons speech of US President Barack Obama came and directed to the US nation on the sixth of December 2015 , it came from inside the White house after the attack, which happened in the area of (San Bernardino) of California state that caused the deaths of 14 people, to establish of New American speech a clear field and accurate strategy can meet the state regulation under the title (to weaken and destroy the organization of the State) and the US security and intelligence services and departments had sought in this plan To determine the most important aspects and security events to ensure of weakening the organization and
targeting its field leaders and the formation of an international package to confront it wherever they are located and follow up it anywhere in the world, and we can read this US vision and strategy in the following aspects:
1. The speech came to form an emotional state which is reflected on the domestic interest of the US peoples of California after an accident of California for fear and apprehension of the arrival of terrorism to them and the high level of anxiety so it was negatively reflected on what the US administration face in the face of terrorism.
2. Political circles and the individuals of civil society and US institutions started to doubt of the foreign policy adopted by the US administration and its international alliances in the fight against international terrorism and to confront ISIS.
3. To confirm on the adoption of a well-defined field strategy and results and accuracy in drawing the realistic dimensions to the success of this strategy away from statements and press releases and meetings with political implications and silencing all the doubters of the potential of the US administration and the intelligence apparatus.
4.To clarify the important and serious dimensions of this strategy and is not to be dragged into a long war in the Middle East and the non-recurrence of military campaigns and direct military intervention, as happened in Afghanistan and Iraq, and inflict on the US Treasury a lot of money and the losses in lives and equipment.
5. To be committed to fight terrorism and to follow up and tracking terrorists wherever they are, anywhere in the world and with international and regional Arab and Muslim participation by strengthening the international coalition and to employ all the physical and tactical military and intelligence capabilities and sustain the success of this strategy.
6.To confirm that the terrorism in the Middle East does not represent the reality of Islam and the nature of the Muslims and it is an extremist terrorism away from the values and ideals that are enshrined in the Islamic religion and advocated by Muslims, a message from the US president to confirm the fact that US policy toward their allies in the region and that Muslims can not bear consequences of this extremist ideology.
7.To confess of what was done by the US administration and its intelligence institutions of analysis of the objectives of the ISIS and what is sought by the organization is the expansion in Syria and Iraq was contradicted to the reality and away from the understanding of the organization, and for this we see that this administration was mistaken when it considered the state regulation is not based on its objectives to attack US soil, the same mistake that it did in 2009 when it thought that al Qaeda does not target only the Arabian Peninsula and so in this perspective, it is moved away from the clarification of the objectives of ‘What is the organization and possibilities that it enjoys of it .
8. The speech came to emphasize that US President Obama’s administration had underestimated the threats of state regulation and did not expect it to be progressing and its influence in its extensions across North Africa and the capitals of European countries and its effect has become more abuse and a threat to US and its interests in the region.
9. US administration sought to identify future tasks in the face of regulation to send (50) fifty military advisers to participate (units of the Kurdish people), who are inside Syrian territory to raise the performance of facing the ISIS and promote their mission in a raid nests of the group’s leaders in Syria and the liberation of the hostages and intelligence gathering and expand their role in Syria.
10. To dry up springs and sources of funding for the organization and abort its plans and deprive it of the ability to recruit people and attracting new elements and sustain the momentum of the face of it and the initiation of fighting and targeting it and reducing its activities and to stop the march and expansion of it in Iraq and Syria.
11. cooperation with the Turkish government to secure its borders and prevent the penetration of its fighters across its borders and intensify military and intelligence efforts in the field follow-up to the Turks and confront the organization and find effective means to curtail movement and its transmission across the Turkish-Syrian border.
12. Field and serious work to accelerate the destruction of the power and effectiveness of state regulation and intensify European contribution pledged by European countries and specifically (France, Germany and Britain) after the Paris attacks.
13.Using all media devices and means of social communication and Internet devices and initiate a media campaign to counter the organization of the State intellectually through Islamic ISIS and institutions located in the United States and European countries and emphasized that the fight is not with Islam but with extremist intellectual terrorism and stress that Muslims are allies of the Americans.
The United States is seeking to prove its existence and its hegemony over the region and it is still to continue to form the most influential power in determining the paths of political and military conflict in the Middle East, Can the US administration to prove its existence and its position through the new confrontation with the ISIS, or we will see new alliances and confrontations in the overall conflict taken place in the region now ?
