Haider al-Abadi attended the Iraqi parliament session on Tuesday, April 12, 2016 and submitted a list of his proposed ministry Which came a day after the announcement of the signing of the (document of national reform) and after the period that set to him in the reform program he put forward to the House of Representatives by more than two weeks ago.
Abadi used the Iraqi parliament as a legal interface that he was enabled to send his ideas by all his strength to the parliament and make it responsible for issuing any special resolution for the process of change and political reform in Iraq, as if he wanted to say that I did what I have to do and respected the state policy and its democracy and attended the Parliament and presented a paper on the reform and the names of the ministers according to ( the cabinet of technocrats), and he is by this move , managed to put the House of Representatives in front of its responsibility and was able to lift the burden from his shoulders and from what was popularly required from him to put it on the table and hearings of the House of Representatives whose members are unable to deal with the problem , that Iraq suffered by it and live with it now , correctly or with serious direction because of the poor parliamentary decision they have and they are affiliated to the views and attitudes of the political blocs who are associated with them , and they follow the decisions that dictate to them by their parties and political blocs and the requirements of their interests.
This enables us to read it in many aspects and the most important of it are :
1.on the process of the agreement and the signing of the document ( the National reform) under which the signatory political blocs pledged to grant Abadi the right for the choice of ministers within the lists sent to him by them and who meet the selection conditions within the proposed Ministry of technocrats, except that each of the (national list and the Sadr movement and the Kurdistan Alliance) who did not sign the document ( the national reform).
2.The document has come to meet the aspirations and goals and intentions of some political blocs that have sought to provide a new field map of action consisted of the Ammar al – Hakim ‘ initiative , and he wanted a new road map to the path of the political action in Iraq and take it out of its crisis and that have been discussed before the signing on the Convention.
3. Abadi has gained the international support before the signing of the document represented by the visit of the US minister of the secretary of state (John Kerry) to Baghdad and his meeting with Albadi and to provide full support for him in all the reforms that Abadi is seeking for approval and his call for a government of technocrats to restore the political life of the country and before heading to the parliament he was contacted by US Vice President (Joe Biden) and assured him of all support and assistance in all reformist steps , that is giving him international support and backing and the power and influence to produce a ministerial cabinet that he put forward to the Iraqi Council of Representatives.
4. The regional support shown by the ( the Iranian government) through its several field mediations that it was to send a Iranian, religious and political delegations to the holy cities of Najaf and Karbala , under the direction and auspices of Gen. (Karim Jafari) One of the leaders of the Revolutionary Guard , which hold several meetings among Iraqi political parties in the National Alliance to calm the situation.
5. These mediations have succeeded to defuse the crisis and to persuade al- Sadr to halt the internal escalation, especially among the leaderships of the National Alliance and taking the demonstrations away from the the green Zone and agree to give extra period of time to Abadi to complete his reform agenda .
6. Haider Abadi has sent 10 files to officials and leaders of political blocs which are a criteria for selecting a cabinet in the form of a technocrat with an assessment of the performance of ministries and the fight against corruption and revitalize the government ‘s measures and packages of other reforms.
7. Haider Abadi undertook to open the door for nomination for the independent bodies and general directors and deputy ministers in a field step he wanted to calm the situation and persuade some MPs of the fact of his work and credibility , and his quest to deal seriously with reform requirements and that was included by one of the paragraphs of the document of national reform.
8. The new cabinet presented by Abadi to the House of Representatives as an alternative to the ministerial cabinet he made in the previous meeting of the Council , it is almost certainly that it will not obtain the approval of some members of the House of Representatives because it contradicts with the interests of the political blocs that abstained from signing, which consider that this reform does not change any thing in the ministerial life but keep the principle of political sectarian quotas , especially since there is an unspoken agreement not to vote on the alternative ministerial list by ( the national list and the Sadrists and the Dawa Party) and who refrained from signing on the national reform document.
9. Alsadr movement has become satisfied with the resignation of only three of its ministers and failing to attend the meetings of the Council of Ministers with the possibility of peaceful political re demonstrations and gathering away from the green Zone because he sees that the national reform document and alternative list, which it was the second made by Abadi , a substitute for the previously proposed ministerial list to restore political life in Iraq to the stage of the first square , a political sectarian quotas and that the Sadrist movement called for the refusal of it and to be replaced by (government of technocrats).
10.some of the political blocs endeavor to keep its political characters in any coming proposed ministerial formation and are trying to block the formation of a government of technocrats because this formation will make them to lose many of their privileges and lift parliamentary immunity for some of their political and partisan leaders which protects them from corruption courts demanded by the Iraqi people .
Will the situations in Iraq become straight and calm after the upcoming parliamentary session or we are going to see a popular field movement of the of liberal , secular currents and the Sadrist movement lead to the set on spark for a violent popular revolt that will be difficult to be controlled or commanded this time, after the Iraqi masses had touched and felt that they had been misled and exposed to the deceit and political procrastination , this is what will be disclosed in the coming days.
