On the sidelines of meetings of the seventy-first session of the General Assembly of the United Nations, Barack Obama , President of the United States met with Haider Abadi, the Iraqi prime minister, the diplomatic delegation from the US side attended the meeting , which has already visited Iraq several days before , they are: US Vice Foreign Minister, Anthony Blinken, Brett Mkorik special envoy of the US President, and Director of the National Security Council for Iraq, Joseph Harris, and Under Secretary of State for Near Eastern Affairs Joseph Banngton. And on the Iraqi side attended the meeting Falah Hassan, Minister of Agriculture, Dr. Fuad Hussein, head of the Kurdistan region of Iraq . This Iraqi attendance , nationally and religiously balanced , is the first of its kind in the Iraqi Visits of Iraqi Prime Minister.
According to information obtained by the Rawabet center for Research and Strategic Studies about it, that Barack Obama agreed with Haider al-Abadi on the outlines of the battle of Mosul against the terrorist al Daesh , the US president expressed full readiness to provide Iraq with humanitarian assistance and reconstruction of Mosul on condition of non- participation of the popular crowd forces in the battle of Mosul, and not to marginalize the Sunnis and Kurds of Iraq and activate their role in the political process in Iraq after Daesh. Noting that the rawabet center Research and strategic Studies had indicated to these two con ditions in previous article entitled ” upcoming Obama –Abadi meeting … the reality and achievement ” .
From the point of view of US policy that the non-participation of the popular crowd at the Battle of Mosul means not committing crimes against humanity, especially the United Nations expects a wide displacement as a result for this battle on an unprecedented scale in the world for many years. With this understanding, the US President Barack Obama’s administration see that the battle for Mosul and restore it with non – participation of the crowd and without committing a humanitarian crimes against the Sunnis in Mosul province is a historic opportunity for Iraq, it is a new beginning for its new democracy through the restoration of the historic harmony between Sunnis and Shiites in the country. For too long , the terrorist groups such as “Daesh”, as well as some of the corrupt Iraqi leaders and other countries in the Middle East exploited the sectarian differences between the two main branches of Islam in order to serve their interests. The thing that is surprising that the history of modern and contemporary Iraq has not witnessed any sectarian fighting between Iraq’s Sunnis and Shiites, but there was a social fusion until the US occupation of Iraq in April / May 2003 noting that the fighting witnessed by Iraqi society was taken place at a time when humanity has entered the stage of the postmodern world and this a very big problem. Accordingly, the one who bears the political, legal and moral responsibility is the one who has governed Iraq in the post-2003.
The return of this historic harmony to the Iraqis is not only an Iraqi and US demand but also the demand of all of Iraq’s neighbors. According to information obtained by the Rawabet Center for Research and Strategic Studies , the American diplomatic delegation, which has already visited Iraq this month, also visited Iraq’s neighboring countries as officials of those countries confirmed in their meeting with the American diplomatic delegation to the importance of the unity of Iraq and dividing it is not in the interest of Iraq first and not for the interest of neighboring countries secondly , and not for the Middle East area Thirdly, and forth not for the interest of countries of international community .
The second condition imposed by Barack Obama on Haider Abadi, so his administration will continue to support Iraq in the face of the organization Daesh is not to exclude the Sunnis in post-Daesh, as the US administration considers it a gateway for the rehabilitation of the Iraqi political system, a system that veered far from the democratic path in the sense that the politicians of this system did not want to build it on democratic foundations but on the basis that belong to previous stages of building a modern state, “state of citizen” as it relied on methods incompatible perfectly with any new democratic system, and this is what happened with the Sunnis of Iraq in the post-2003 since the Sunni Iraqi citizens were regarded by politicians who ruled Iraq as the “other” who should be uprooted and eradicated. It proved in practice the failure of these methods in the rebuilding of the country, but has proved to be capable in the demolition of it , and this is the reality of today’s Iraq, so Barack Obama required from Haider al-Abadi to merge the Sunnis in a real integration and not in a formal way in the Iraqi political process in the post-Daesh.
To complete the theater of military operations, the battle of Mosul , Joseph Fatil , commander of US Central Command met with Massoud Barzani, president of Iraq’s Kurdistan region, and officials agreed at all military arrangements related to it which, according to information obtained by the Rawabet Center for Research and Strategic Studies, the theater of military operations of the Battle of Mosul against the terrorist al Daesh will be ready on the twentieth of October of this year, and the decision to start these operations is in the hands of the Supreme Commander of the Iraqi armed forces. In this context, and with the return of Haider Abadi, the Iraqi prime minister to Iraq after his participation in the meetings of the General Assembly of United Nations, he will also meet with Massoud Barzani, president of Iraq’s Kurdistan region to arrange the political situation in the city of Mosul. In this political and military arrangement , Iraq and neighboring countries and the international coalition awaits the military zero hour to start military operations against al-Daesh and the liberation of Iraq from it, and with this expected liberation , Iraq will close the painful historical page which is one of the worst pages in the contemporary history, and hoping that a new stage to begin based on a proper understanding of the philosophy of history which took the lesson and lessons of bitter political, security, military and economic experiences of the post-2003, and to rebuild Iraq, to accommodate all its citizens from Zakho to Basra. The question in this context do Haider Abadi, Iraqi Prime Minister will abide by conditions of Barack Obama President of the United States, or whether internal and external pressures will be exercised on him to the non-compliance?
