Deprived entities and other candidates from obtaining the required eligibility.

It is strange, and there are dozens of forms for a number of provinces were in need to be checked and corrected in the center or in a number of provinces and the unity of the audit in the center as well as the need to check the results of the declared election by the electoral offices through the form of results (604) and at the level of polling stations and the same results which are in the center of input noting that this process is marked by the speed to declare the results.

And among aspects of corruption in the Commission work is the act of the purchase of nine cars of model “Suburban” worth one billion Iraqi dinars, in addition to the distribution of rewards a proportion of salaries exceeded between 50% and 85% to UNHCR offices in Erbil, Sulaymaniyah and Dohuk and staff at the registration centers, in addition to the granting of full salary to general managers of the offices of Arbil, Sulaymaniyah and Baghdad, and Dohuk and the rest of the centers in the provinces in addition to give full salary for members of the Council commissioners and among matters in which UNHCR were involved in it that it did not update voter records which some lists included the names of the deceased and Syrians and Turks , and in this context, we underline the following points which reflect violations carried out by the Commission and is preparing for elections in 2014 :

1. as part of a waste of public money UNHCR to raise fuel allocations to members of the Board of Commissioners 450 thousand dinars to 750 thousand dinars
2. The Commission has been not to inform both the Ministry of Planning and the Central Bank and the Department of Registrar of Companies , the General Authority for taxes about the names of those bodies who are contracted with them , and their addresses, nationalities and the amount of the contract and the duration in the event of the completion of the signing of the contract procedures contrary to the provisions of Article VIII V of the instructions and implementation of government contracts of the no. one of the year 2008 .

3. UNHCR has contracted with processed companies before receiving the answer of the National Intelligence Service that there are no cons about the companies and contrary to the statements of General Secretariat of the Council of Ministers, which provides that the conclusion of the contract with the companies only after the receipt of the book of intelligence service.

4. Commission did not take into account the accuracy in determining the speculative costs and be prepared by a competent and relevant entities of experience in implementation.

5. Commission did not take into account the issue that the file of contracts to include a copy of insurance policy on contract materials.

6. The Commission invited directly some of the international companies and to assign to a British company before receiving the answers without having a plan to contract.

7. UNHCR dealt with companies that had previously dealt with, despite its breach of the contract signed with them and included in the blacklist by the Ministry of Planning.

8. Commission did not observe the issue of fixing the duration and transmittance of documentary credit in many contracts.

9. UNHCR included the approval of the inclusion of contract amount of stamp duties and fees of declaration and the amount of tax and obtain it from the Iraqi authorities rather than obtaining from the contractor.

10. UNHCR did not sure of the receipt of those entities on which direct invitations are sent for them and receive e-mail of the UNHCR for correspondence through it with UNHCR.

11. UNHCR did not verify the validity of the issuance of documents submitted by the contractor companies and verify not be included in the black list before contracting with them.

12. UNHCR has contracted with companies before it confirms of the validity of the issuance of the letter of guarantee of good performance.

13. the Commission did not consider for the existence of a committee to open the tenders in which there is a representative from the Ministry of Finance with a number of specialists headed by an employee whose position is not less than a manager or chief engineer and the membership of a representative from each of the legal and financial circles and formations of contracts where there is an a technical specialist employee and a rapporteur with an observer degree.

14. UNHCR did not adopt the weighting ratios on when compares between the bidder companies and assignment on the contracted companies

15. Adoption of staff included by the accountability and justice.

16. There is a lack of numbers and quantities of records.

17. The violation of UNHCR to the principle to declare tenders in newspapers where the Commissioner has not supplied by newspapers in which a tender is published.

18. The UNHCR did not claim the contractor company with documents proving their implementation of their obligations under the contract.

19. It was not determined the date of the direct implementation of the contracts.

20. There was no interest to the files of contracts and organize them in addition to the lack of indexing and numbering contents.

27. Commission did not organize the papers of detailed forms of contracts to facilitate the task of checking.

28. The Commission did not inform the General Administration of Taxation and the Central Bank of the names of the contracting parties and the nationality of companies contracted with them and the amount of contracts and delays to inform the Ministry of Planning.

29. The absence of names in the voters’ data previously participated in the previous elections.

30. UNHCR’s acknowledgment of presence of 436 forms that has been replaced and the presence of 277 form has been manipulated.
